Writing an RFQ for UAE business financial services

Describe the operating requirement

Set out transaction types, channels, locations and relevant currencies or volumes. Mark forecasts and uncertain inputs. Identify the internal systems and reports that must connect with the service, while sharing only information needed for the proposal.

State the company's approval and access requirements. A supplier should explain how its service supports authorised roles rather than assume every user needs broad permissions. Do not provide live credentials or sensitive financial records during the quotation exercise when sanitised examples are sufficient.

Request entity and scope evidence

Ask which legal entity contracts with the buyer and which organisation performs each underlying activity. Require the information needed for the company's appropriate licence and contract review. Keep technology provision, administrative assistance and financial-service delivery distinct.

Ask for eligibility conditions and restrictions relevant to the proposed arrangement. A sales claim should not substitute for the applicable official verification or qualified advice where scope is uncertain.

Define reporting and exception handling

Request transaction identifiers, status definitions, fee reporting and reconciliation outputs. Include the handling of rejected instructions, refunds or disputes where relevant. Ask who coordinates an issue crossing partner boundaries and what information the buyer must supply.

Use a hypothetical transaction requiring correction to obtain a concrete response. The RFQ should reveal how the service works outside the ideal success path, not only showcase its easiest demonstration.

Make the commercial response comparable

Ask suppliers to price representative cases using the same assumptions. Separate fixed, usage-based and conditional charges and identify external dependencies. Require an explanation of changes in volume or scope rather than an apparently universal low headline fee.

Define a bounded testing and implementation plan subject to the company's normal authorisations. Specify the evidence needed before broader use, including reporting and access administration.

Have relevant legal, finance and risk reviewers assess material terms. Retain their conclusions with the accepted scope and clarifications. The RFQ should leave the selected provider with a controlled operational brief and leave the buyer able to explain which service it is purchasing, from which entity and with which limits, rather than relying on a broad platform promise that obscures the underlying financial arrangement.
