Supply a controlled business brief
Describe the intended activities, operating locations, ownership assumptions and expected need for premises or employee administration. Mark unconfirmed facts clearly. Ask bidders to identify any information they must obtain before making a firm recommendation or quotation.
Do not ask providers to infer the business model from a proposed company name. A name gives little evidence about how the business will earn revenue or where it will perform work. The RFQ should contain the operating facts that drive the provider's assessment.
Request a deliverable-by-deliverable response
Separate route assessment, document preparation, submission coordination, progress reporting and final handover. For each item, request the provider's role, required buyer input, completion evidence and price. Ask the provider to identify work performed by a partner and explain who remains accountable.
Distinguish the service provider's fees from authority or third-party charges. Require estimates to be labelled and identify when they can be confirmed. An “all-inclusive” total is useful only when its boundaries and exceptions are explicit.
Price changes and recurring cases
Include a sample change, such as an additional activity after the initial brief is approved. Ask for the method used to assess the effect on documents, submissions and fees. The buyer needs a predictable decision process even where the exact future charge cannot yet be fixed.
For ongoing PRO support, describe representative case types and expected volumes separately. Request the case-opening process, update frequency, payment approval route and final-record requirements. Keep forecast demand distinct from any minimum purchase commitment.
Preserve the final response through award
Use a clarification schedule for unanswered assumptions and circulate material changes consistently. Before selecting a provider, reconcile exclusions with the tasks the buyer actually needs. A cheaper offer that stops at advice is not equivalent to one that includes document coordination and handover.
Attach the approved brief, selected response and accepted clarifications to the engagement. Name the person authorised to change them. The RFQ has done its job when the founder and delivery team can identify the first task, the next dependency and the evidence needed to close the work without reconstructing the sale from private messages.
