Build the parent-to-local dependency map

Describe the parent entity, planned local activities, proposed location and internal decision-makers. Ask candidates which facts they need before recommending the route and which parent-company records may require preparation or further confirmation. Avoid sending a complete confidential corporate archive merely to obtain an initial proposal.

Require a staged checklist. It should show what can be assessed now, what depends on an authority's current requirements and what must be approved internally before submission. The adviser should distinguish checking a document's completeness from giving a legal conclusion about its effect.

Retain the accepted dependency map and require issued records, outstanding applications and future administrative actions to be indexed at completion. The best-fit adviser is the one that can make the expansion's decision chain understandable and manageable.
