UAE vendor registration: every major portal in one place

Last updated: 16 October 2026. Official sources checked: 16 October 2026.
In brief
- There is no single UAE vendor registration. "All bidders must register on the respective eProcurement system" (u.ae), so you register on the portal your buyer uses.
- Federal entities: the Ministry of Finance Digital Procurement Platform (Federal Supplier Register). It uses UAE PASS, has no fees, takes up to 30 working days, and must be renewed every year.
- Dubai: eSupply for 40+ government entities, iSupplier for Digital Dubai, and separate platforms at DEWA (free of charge, 3 working days) and Dubai Police.
- Abu Dhabi: ADGPG. Companies with an Abu Dhabi DED licence self-register; others need a government entity to start the request.
- Sharjah, Ajman and Ras Al Khaimah each run their own registration. RAK's is free of charge and has a UAE-ownership condition.
The question this guide answers
Which portal does a company use to register as a supplier to UAE government buyers, who can register on each, and what do the portals officially say about documents, fees and timing?
Every fact on this page comes from an official portal or u.ae, checked on 16 October 2026. Where a portal does not state something, we write "not published by the portal" or "not stated on u.ae". This page is general information, not legal advice.
Who should register
Any business that wants to bid for UAE government contracts. u.ae puts it plainly: "In order to be able to bid for government contracts, all bidders must register on the respective eProcurement system" (u.ae).
Start from the buyer, not from your licence. The tender notice, or the buyer's procurement page, tells you which portal to use. Registration is portal by portal, so plan one registration for each portal your target buyers use.

Eligibility: mainland, free zone and foreign licences
- Federal (MoF): the clearest rules. MoF lists Domestic suppliers ("not located in a UAE free zone or abroad"), Free Zone suppliers ("registered in any free zone entity within the UAE"), Foreign suppliers ("located outside UAE, and without a local branch in UAE"), SMEs that are members of the National Programme for SMEs, Freelancers, and productive families (Sanaa) (MoF). u.ae also lists government entities as eligible.
- Abu Dhabi (ADGPG): depends on who issued your licence. AD-DED licence holders self-register. "Companies without a valid AD-DED license cannot complete self-registration"; the government entity you want to work with initiates it instead (ADGPG FAQ). Full details are in our ADGPG registration guide.
- DEWA: publishes separate enrolment guides for local (UAE) suppliers, foreign (outside UAE) suppliers and training services institutes (DEWA guides).
- Ras Al Khaimah: u.ae says the applicant must be "a UAE national, or a business in which a UAE citizen maintains not less than 15 per cent of the company's shares", licensed by the competent authorities. The business must not have been banned from government tenders, and must not be owned by a RAK Government employee or by first-degree relatives of employees involved in contracting and tendering.
- eSupply, iSupplier, Sharjah, Ajman: eligibility by licence type is not published on the official pages we checked.
Documents checklist
Only the MoF and ADGPG publish documents in detail. Use the checklist for the portal you need.
MoF Federal Supplier Register (MoF):
| Supplier type | Required documents |
|---|---|
| Domestic | Trade licence, VAT registration certificate, passport copy of the company owner named in the trade licence |
| Free zone | Trade licence, VAT registration certificate, passport copy of the company owner named in the trade licence |
| Foreign | Trade licence, tax registration certificate, passport copy of the company owner |
| SMEs | Trade licence and a copy of the company owner identified in the trade licence (as worded by MoF) |
| Freelancer | Freelancer licence and owner's passport copy |
| Productive families (Sanaa) | Productive families (Sanaa) membership card |
ADGPG (Abu Dhabi): the licence attached in the form, plus contact, VAT, bank and ownership details, and acceptance of the Supplier Declaration. See the ADGPG guide for the full list, including the documents in ADGPG's 2023 guideline.
DEWA: "Attach required documents and submit the application" (DEWA). The lists are in DEWA's Local (UAE) and Foreign enrolment guides.
eSupply and other Dubai platforms: eSupply does not publish a list. u.ae says Dubai registration "typically involves submitting company details, trade licence copies and compliance documents". See the eSupply guide.

Step-by-step registration
The details differ by portal, but the shape is the same everywhere.
- Identify the buyer and its portal. Check the tender notice or the buyer's procurement page: federal, Dubai, Abu Dhabi or a northern emirate.
- Check your licence fits the portal. Confirm your licence type (mainland, free zone or foreign) is accepted. ADGPG self-registration needs an Abu Dhabi DED licence.
- Prepare the documents the portal lists. For example, MoF asks for a trade licence, a VAT or tax registration certificate and the owner's passport copy.
- Register online and accept the terms. Complete the portal's form. MoF uses UAE PASS; ADGPG requires a Supplier Declaration.
- Wait for review, then bid. Stated times: DEWA 3 working days, MoF 30 working days. Renew MoF registration every year.
Federal: MoF Digital Procurement Platform
MoF's service steps (MoF):
- On the MoF website or app, select the service and click "Start Service".
- Log in to the Government Procurement Platform with UAE PASS.
- Accept the terms and conditions.
- Complete the required data for your supplier type.
- Upload the required documents.
- Submit the request.
MoF's supplier registration user manual (PDF) describes three stages: registration, qualification (banking information, contacts, documents) and activation. It says the UAE PASS requirement is "applicable for all supplier types", and that MoF can "investigate and review your profile within 30 days of submission". For readiness tips, see our federal supplier registration readiness guide.
Dubai: eSupply, iSupplier, DEWA and Dubai Police
- eSupply: register from the eSupply home page ("Register Now"). For immediate activation, eSupply points new suppliers to [email protected]. Full guide: how to register on Dubai eSupply.
- iSupplier: u.ae describes it as "the tendering system of Digital Dubai" and links a "Register on iSupplier" page. Digital Dubai also offers a Smart Supplier app for managing transactions.
- DEWA: "Fill-in the online application form with required information. Attach required documents and submit the application." You receive SMS and email updates. Once you are approved, an email arrives with a link to set your password (DEWA).
- Dubai Police: u.ae says Dubai Police has its own tendering platform.
Abu Dhabi: ADGPG
Register from supplier.adgpg.gov.ae using the chatbot or Oracle Fusion. AD-DED licence holders validate their licence number and complete the form. Others receive an email link once a government entity has initiated the request. Both routes end with the Supplier Declaration and a first login with an authenticator app. Full guide: how to register on ADGPG.
Sharjah, Ajman and Ras Al Khaimah
From u.ae:
- Sharjah: register as a supplier on the eProcurement Portal for Sharjah Government entities.
- Ajman: submit an application to the Department of Finance – Ajman to register on the Tawreed portal.
- Ras Al Khaimah: register through the Vendor Registration of the RAK Finance Department. The eligibility conditions are listed above.
Fees and timelines
Official figures only.
| Portal | Fee | Stated time | Renewal |
|---|---|---|---|
| MoF Federal Supplier Register | No fees | 30 working days (service completion duration); u.ae: activated within 30 working days "if all requirements are completed" | Every year (u.ae) |
| DEWA Supplier Enrolment | Free of charge | 3 working days | Not stated on the service page |
| ADGPG | Not published by the portal | Non-AD-DED: "typically… within a few working days"; AD-DED: not published | "A one-time process for businesses registered in Abu Dhabi" (u.ae) |
| eSupply | Not published by the portal | Not published by the portal | Not published by the portal |

| iSupplier, Sharjah, Ajman | Not stated on u.ae | Not stated on u.ae | Not stated on u.ae |
Where a portal publishes no fee, confirm any charge with that portal's official support before you pay.
After approval: finding tenders
- Federal: once approved, you can submit technical and financial proposals, take part in tenders and list products and services in the Federal Procurement Catalogue (u.ae). MoF publishes current business opportunities. Remember the annual renewal.
- Dubai: u.ae says suppliers find bid results "by logging in", and that results are open to all registered suppliers. eSupply lists current opportunities on its portal.
- Abu Dhabi: public tenders are on the ADGPG tender list. Invitations arrive by email.
- DEWA: DEWA's supplier pages include open tenders and RFx & Auction.
To see open tenders from many UAE buyers in one place, use Vendoreye's UAE public tenders index. Coverage varies, so always confirm on the buyer's portal.
Common rejection reasons
None of the portals publishes a list of rejection reasons. The official pages do flag these:
- Incomplete requirements. u.ae ties the MoF 30-working-day activation to "all requirements" being complete.
- Inaccurate information. MoF's manual says wrong or inaccurate information "might negatively affect the approval". ADGPG's Supplier Declaration says misrepresentation can lead to disqualification.
- Wrong route. Non-AD-DED companies cannot self-register on ADGPG.
- Missing ownership details on ADGPG, which are mandatory, especially for non-AD-DED suppliers.
- Expired licences. MoF's manual includes a step to update an expired trade licence, and asks you to make sure documents show an approved status.
- RAK conditions. The UAE-ownership, ban and conflict-of-interest conditions on u.ae.
For the evidence buyers ask for at prequalification, see UAE tender prequalification: compliance evidence.
ICV and VAT requirements
- VAT: MoF requires a VAT registration certificate from domestic and free zone suppliers, and a tax registration certificate from foreign suppliers. ADGPG's forms ask whether VAT applies, and you enter the details or tick an acceptance box.
- ICV: none of the official registration pages we checked makes an ICV certificate a registration requirement. ADGPG's older 2023 guideline lists an ICV certificate among its attachments. Check each tender's documents for ICV requirements. See our ICV certificate guide.
- SME benefits (federal): for SMEs registered in the Digital Procurement Platform, MoF lists a 10% bonus on the final evaluation score, a special catalogue identifier, the inclusion of at least 3 SMEs in limited tenders, and a retention amount instead of a performance bond.
FAQs
Is there one vendor registration for the whole UAE?
No. u.ae says bidders must register on the respective eProcurement system, so you register on the portal each buyer uses: federal, Dubai, Abu Dhabi or another emirate.
Which portal do I use for federal ministries?
The Ministry of Finance Digital Procurement Platform, through the Federal Supplier Register. You log in with UAE PASS, there are no fees, and the stated completion time is 30 working days.
Do I need UAE PASS to register as a supplier?
For the MoF Digital Procurement Platform, yes, for all supplier types. The other portals we checked do not state a UAE PASS requirement.
Can a free zone company register as a government supplier?
Yes for federal entities: MoF lists free zone suppliers as an eligible type. On ADGPG, a free zone licence such as ADGM is non-AD-DED, so a government entity must initiate the registration.
Can a foreign company without a UAE licence register?
MoF accepts foreign suppliers located outside the UAE without a local branch, with a trade licence, a tax registration certificate and the owner’s passport copy. ADGPG has an international supplier route initiated by a government entity.
Do I have to renew my registration?
MoF registration must be renewed every year, according to u.ae. u.ae describes ADGPG registration as a one-time process for businesses registered in Abu Dhabi.
Does registering on eSupply also register me with DEWA?
No. u.ae says DEWA has its own tendering platform, and DEWA runs its own Supplier Enrolment, which is free of charge with a stated duration of 3 working days.
